Somewhat correct. The first game needed to be put on hold since it was kinda becoming a mess. Since it was the dev's first game and had a lot of problems, that they wanted to fix and a complete rebuild was the only option.Probably down to a new dev trying to get 1 game to boom.
A lot of issues with making adult-game content is that you rely on people to pay you monthly or for a full release.
Much like streaming on Twitch people need to make these games slowly while they also work their real world job. If it booms you can take the risk of quitting and investing your all into your game.
Sadly, there are some who don't like to wait and will create many games, small ones, ambitious ones and they usually get abandoned when the traffic expected doesn't come.

Writing and using an engine like rpg maker is easy enough, the issue is getting good enough art for people to grab and invest in.

Also at the current moment of the dev's life, they lost their house early this year in the bad bush fires in Australia, and rebuilding after that is taking a lot of his time. The next game they also encountered problems since his computer was not powerful enough to do all the rendering good enough. So now they have to upgrade the computer, which was made hard since the virus had locked down Melbourne so they couldn't get the computer upgraded until the lockdown is over.
So they made a third game, using spare art money. So it could be a possibility that both VN will be updated at the same time once the computer is upgraded and he has more spare time again.
