It was either Cammy or Ningguang. I believe Cammy got more votes. He mentioned that he's not going to do any specific redraws for Cammy, including her original outfit.

I understand you're knew here, but since common sense didn't seem to work, here's the takeaway about F95: for the vast majority of threads, you want to start with the first post (that's where the download links usually are).
It's not that. Mirco draws whatever his patrons want. And his patrons are either weebs or gacha addicts, so he typically doesn't draw characters from any video games that don't involve rolling for characters.
