I dont know how many times but read the text it'll tell you when you get the lockpick for the bathroom and then for Laura & Mom's rooms. Work at the workshop at least once a day everyday and you should get the first lockpick after 2 or weeks working there
I mean the kitchen scene on mondays evening when you can give her some money, she wears her new outfit and before the update she was only wearing her casual clothes with me but it's basically the same ass groping scene

To answer your question, there's a moment where Shantelle will refuse to kiss you in the kitchen when you giver her money. Stop talking to her for a whole week until she gets back to you. No interaction, no money, no talk, nothing. After this scene, you'll see chantelle in the red outfit in the kitchen in the afternoon. When the scene progresses, she'll say " Don't tickle me " at some point. Well, may be you already got it. Sorry for my english.
