Keep in mind that if you are playing the Patreon version of the game that scene (among others) is not available.
It should arrive automatically after a set number of weeks unless you're playing on the Patreon/Censored version. Edit: That is to say, you can start flirting with/interacting with them after you go and find them and their amulet in the woods. Wearing it may help.

How much army managment is there in this game? A world conquest game with RPG and strategy mechanics and sex sounds great. But for a game that has been worked on since 2016 which is 7 years, how far off of being done is it? like how much can you conquer?
You can conquer the starting province but you could conquer that for many years now. There hasn't been any forward movement for a fairly long time. Don't get me wrong, they are working, giving more options, fleshing out existing routes or reworking parts that were lower quality but Rastedel, the province capital and I assume the final event of the first arc, has been done since mid 2020 (though imo it lacks a proper epilogue).
At this point they are slowly fleshing out the Astarte battle, adding choices and sex scenes as rewards for following the different routes which is the penultimate battle of the arc. They are also working on Goblin recruitment which is more politics than army building which is an additional option to the orcs (supposedly the easier option? ) And also fleshing out the last few NPC arcs; I think what is left there is the final Andras NTR event, a few more Fey events and whatever is happening with Helayna (where I've lost track of the routes tbh).
While I'd rather they move on, I do think that after the denouement of the Rastedel battle and before moving to the next arc there needs to be a proper epilogue with a) more lore exposition and b) rewards for following routes in the form of sex scenes, probably with Alexia, Andras and Jezera respectively and at least a couple of variants for each of those. Also the Rastedel battle does to give Rowan more agency

astarte already dose that for jezara. depending how well you do on management side you can unlock options for sex with jezara.
I was off by about 6 months you don't have to be an asshole about it.

What versions have the deleted stuff? i have seeds-of-chaos-0.3.06-pc and seeds-of-chaos-0.3.07c-pc and seeds-of-chaos-0.4.08-non-patreon-pc The 3.06 was from around June 2022

it does, and to an extent also gives an Andras scene and I assume an Alexia scene would be on the way (or maybe it happened and I missed it?)
But if you were playing the game for the first time and actually reading the scenes and everything, between Astarte and completing Rastedel will be at least an hour if not more of content. And imo an erotic visual novel should finish with erotica; the gameplay loop for such a game is to follow different routes, make the right choices and be rewarded with sex scenes. So the most involved scene should come near the end. it's not a romantic game when you can end with a happily ever after, you are ending with sex. Mind you, from what I understand the JezeraXRowan scene that comes with Astarte is probably that level of scene. I still think these should happen at the arc's end?

Nah bro, not every opinion you don't like is projection. At the end of the event her internal thoughts are like, "fuck Rowan, if he wasn't such a pussy, I'd be able to go to parties with drugs and booze everyday. I hate him. He's so useless etc. ect."
She doesn't give a shit about him being frozen out of that life by the most powerful noble around or that his and Andras' situations aren't the same. I guess the writers could make Rowan so stupid that he'd take her back after all that bs (assuming she even wants him back) but most dudes won't want someone like that.
