no, the next update is being worked on but Niichan (dev) has two projects and My Bully is My Lover (his other vn) is more popular so updates are 3:1, MBML being worked on more. Neither will be finished really soon but they are both still great.

Yes, they are set in the same fictional universe, Sicae is set 2 years before MBML.
