I don`t remember exactly when, but it is AFTER inn renovation.
I think you should just try to visit Medina at night.

Some skills are also cannot be learned in same playtrough. Like deciding Kodachi skill when she is training after losing for 1st time. Bro skill would be worse choice as she already as other skill on her disposal but as lower MP to Bro. In contrast Bro has higher MP but less skill if not counting removable monster skills.
