there are:
tullius hair pack
tullius hair 2 pack
tullius hair 3 pack
tullius Hair 3 Pack 96
tullius Hair 3 Pack v1.1 104
tullius hair pack 2.0 v12.7
Tullius Hair 3 Pack 449 + SMP Wig Pack fix
tullius wig pack 3.7
do i need to download them all? or v12.7 have those 3 packs inside?

I believe you need to download Tullius Hair Pack + Tullius Hair Pack 2 v12.7 and Tullius Hair 3 Pack 449 to get all the hairs.
It's supposed to be 3 hair packs, 1,2 and 3 each one with different hair. But each pack has multiple versions and you need to get the most recent one from each.

Does anyone know if there are any creature animation packs that have male on female humanoids (Spriggans, atronach, hagravens, wisp mothers, dryads etc.) or better yet, have them? From what I've seen looking at lists from Billy/Babo etc, they all seem to be creature on females.

Billyys old old old stuff, maybe search for Rydins slal pack. I know atleast one of each exists for Flame atronach, spriggans, hags and wisp mothers. But I can't exactly remember who made them.
