I'm pretty sure it's a reshade preset and some High res textures. It's not as wash out as enb presets tend to be.

I think when you install the new package you get a warning with a new skeleton and the animation of the giant with a chain, take a better look

so i downloaded the last anub pack from here but the giant chain isnt working anything needed for that

Even with correct skeleton some giant anims don't work in v2. You need v3 of the pack which has already been shared for LE and SE.

It's Anubis you know Anubs animation It's just that, it is already ported to Ostim it's on nexus I think. I don't think it is getting updated frequently tho, so it does not have the latest animations.
