Weird, you should have at least 60 rocksolid fps with that setup. I have comparable hardware (5%) and never drops under 60fps in 1920x1080.Sorry, I didn't include specs of my pc because I don't think they are the problem here.
But if it makes things better, here: Win 10, 32GB RAM and you can see the rest in the screenshot below.
I've noticed this only happens when a new model appears on screen. If I am alone in the office I get constant 144 fps. As soon as I start an interview framerate goes down significantly for seemingly no reason.

Did you check if the Nvidia app is set to 'cool/silent/whatever to limit horsepower' mode?
What resolution do you use? If you run in 4k I can understand why you have low fps.
Is some random russian guy bitcoin farming on your PC?
Did you try quitting your porn download..?
The last two where jokes, but you should get at least 60fps with what you have.
