Your options are to get a fishnet pattern and try and warp it onto her legs in a way that make it look correct (or at least that’s how I do it), or draw them yourself

Here's a texture (credits in the name file) and preview, you can use free transform>wrap and or filter>liquify and use bloat and pucker tool brushes as well to set it as you want.
