For some reason i can not unlock Mercy's Lingerie 2 set and the 2 naked sets in the costume menu. Anyone else having the same problem?

Lingerie 2 is just lingerie 1 with hair down. Make her strip from the business suit.

I have a question about the scene menus. They are not all unlockable right? I have some locked blues that make no sense to be locked, Stargirl on her second page, and a bunch of Harley's and Talia's. Is the gallery a bit messy or are all blue locked scenes unlockable and I'm missing them?
