In any case, I believe that IF MC's mother is his love interest in the future, then yes, the incest tag will be very welcome.
To be honest, the two characters aren't even step family, the just fucking met and are the children of two people that are only dating. That can't classify as incest. Otherwise the girl in the apartment next to mine could also be called my step sister, just because we live in the same building.
