There seems to be two troopers flags "sd3_troopers" and "sp3_troopers". If you see the troopers while investigating the missing shipment for the blue lady it flips troopers P to true (or maybe it creates it?), but if you see Dave he needs the troopers D flag to be toggled.
This was on a fresh run of 0.6.9. I uploaded my save form just before going down the hall to see the troopers just in case it could be helpful. View attachment 1-6-LT1.save
Also It had some renpy errors during the goblin trio sex party bit, but i was able to click the renpy "ignore" button enough times to get though it.
