Stiglet certainly discussed exploring sandbox mechanisms, but that was after V0.1 was released. Nor did he indicate it would be a full on sandbox. So I would say your statement is not entirely accurate. I'm disappointed by this change, but it may prove moot. We'll have to wait until next year to see if Stiglet continues this game after his time off.
