Judge- go in and out of his office, he will allow you to give him the key to the extra room, I found it by a missclick
Give Kate spare room key then ask her to invite mother, at 0.00hrs sleep with them, you will wake up to Kate on top of you, after doing it +3 times, next time you wake up to Lisa on top. This triggers some dialogue with Kate but I don't think it leads anywhere yet.
