I dont think this is the full list of the NPC's for the latest version.
Does anyone have the full list? for console commands

paste the following into the console:

for person in GData.PersonsList: print(person.ObjName)

That will give you everyone. If you see ... in the middle of the list, type:

long

Then run the above again.

I can't develop a relationship with the 2 police officers or the school principal, help, the fat police officer is at the bar but he doesn't want to drink, I can't find any time with the other police officer besides the police station, there's nothing to do, the school principal is the same thing, even looking at the walkthrough I can't move forward with these characters

They take time. Just do the discussions over and over. Eventually they'll come to see what a great guy you are.
Fat Cop likes Cars, Politics, Sports and Pets.
Hot cop digs guns, sports, movies and Finance.
The Principal digs Fashion, Art, Politics, Finance and school
