I cannot tell about how it comes, but it is pretty normal that every now and then people ask you to be their boyfriend or girlfriend. Probably helped by you being attractive (in their eyes).

Some girls who like/love marriage and/or family will be actively trying to get in a relationship and will ask just about any valid target. As long as they don't have a negative opinion or attraction to you. So basically they can do it even if they are at 0/0. The less men in the game, the more proposals you will get.
Actually there's a hint on the screen where you pick what you want them to do. This is what it says: Greedy people will be more likely to agree to stealing money. Compassionate ones are less likely to want to set the place on fire. Those good at fighting are more likely to accept the hurt someone else option. And those with high sociability will be more likely to be willing to make a fake report.

Ahh no worries! That even sounds better then, more open for the possibility to add more relatives in future maybe without as much headache. I don't really know what hardcoded means compared to anything else though but that sounds like it can't be changed on our end anyway so I can't mess things up too badly. XDSo I gave wrong info yesterday which is what happens when I answer from memory and don't look it up.
When creating a character under normal circumstances the max age will be 56, this applies to the vast majority of the characters in the game. But when creating an older relative, like a parent, it will use a limit of 78. This limit will also apply for some other rare cases where the age is hardcoded in the call to create a character (&new_char). You can also set the age of any character to any value over 18 using the "age" property (as in set P.age = 66. I'm not sure how well the game will handle ages over 70 so I would keep that in mind and not over do it.
Such option exists. It happened to me once, I asked my bartender to change into something more revealing. I don't know what are the prerequisites for this to happen, though.
probably because everyone except the sister has the 'Just Met' modifier. You can't ask someone for a relationship when they have that modifier

If you are man, a small dick is the main reason you can be outright denied. There's a small chance that you can get them to change their mind by changing their opinion of penis size and liking a small dick.
Thanks for the suggestions. Many of these are good ideas, so I've added the ones that make sense to my list of things to consider in the future. However, some of these won't happen. In particular the linking of characters in the log is an issue because it requires a much more involved and free windowing system that allows windows to appear in any order. I wish I had built a more involved UI to allow for that but that's a very time consuming project and honestly Unity doesn't make it as easy as it should be. The male performers issue is that the AI is terrible about generating useful character images for men. The system is build to support it (there's an even male entertainers allowed law that's disabled) but we don't have good sexy images to go with it.
1.09 can't read a 1.06 save file. Did you load 1.07 in-between? If not that could be the issue. The only other reason I can think of is that you are hurt. You can't propose relationships if your health is below a certain value.
