Hmm, I swear a read that in-person verification was needed, but I'm having trouble finding a reliable source (at least in Englishnah, many companies do online age/identity verification via a picture of your ID/passport etc. Why Valve doesn't want to do it imo is because it brings up a whole lot of PI and red tape that they need to deal with according to GDPR, and they don't want to do that. They probably did the math on it and it costs them more to implement all that than what they "lose" by doing nothing (as mentioned before, easy to work around it for end-users)
It sounds like exactly what is going to be required is still a bit in flux, so it's possible Steam is waiting for things to become a bit more settled (and widespread required) before committing any resources to it.
