That was an initial FAQ, they later confirmed in a Reddit Q and A round EA’s launch it wasn’t happening.

At first i was excited to play this because i am a huge fan of FOW previous works. but after reading the reviews i guess i will just download the sex scenes then

Not only what Vincent said but this says, in plain English, its something they WANT to explore, and that they can't confirm or deny it would happen.
Both of which are not confirmations that it will/would happen.

No new characters, but are there at least new scenes for existing characters in this update? The devotion quests aren't actually interesting to me since they don't feature any porn (yet)

No. That was only ever floated as a possibility for characters that need to catch up (aka Taron). So I don’t expect the pandora section to be complete til 1.0

It’s primarily for the gameplay feedback (because it is still in early access lest we forget). They want to save the best stuff for last.
