Apparently you can skip dialogues, but it's extremely unreliable. It's double tap confirm or cancel key. For some reason it's been more reliable with the cancel key for me at least.

You might have the same problem a lot of other people have: Uncapped FPS. If you don't have a cap on your FPS, set one for 60FPS and see if that fixes it at all.
