Technically, he is working on both. Each game has its own computer so, unlike before, he does not need to stop producing provided he can organize workflows: prepare things for one while the other is rendering.
In practice, it is unlikely he can truly perfectly plan each step so that there are no reduce in speed in each game development at at some times he might need to focus on finishing some things. Still previews of both games have been coming nonstop and according to last post all was good, he even started making the characters in blender, starting with Queen Bella.
And given that SG was the last release, we are all waiting for WIAB to come first. However, WIAB is going through a massive remake, so we really don't know. This is particularly true as next SG release will be a half chapter.
So while all bets are off, we'll see what happens.
Incest freaks will have to patch/hack the game to alter the appellations of those particular characters in order to pretend differently.
