For me this sounded more like: The story is written down completly sometime next month. But can still change on the go, when he is rendering the story and comes up with something better.

He meant that the script will have changes, not the chapters that we have so far. (as in no more reworks). As Ocean said he has almost finished writing SG story, of course that story will have changes in the coming years, as he develops the game.
