Is the remake of the earlier chapters still not finished?
I just want to continue playing the game without having to restart at every new update

He is remastering the earlier chapters due to the massive quality difference and also tweaking some scenes here and there so they flow better and make more sense. Sounds like he's about 1/3 complete with Chapter 1. Next chapter's release I believe he's doing Ch2 and then the remastering portion will be done.

You guys must have been using a mod (with your old saves?) which indeed stops at 3.5 as it has not been updated yet. Start a fresh game with that fresh download and you'll get the new content.
