It appears you extracted the optional archive and put the contained folders *into* the game directory. However, the game_overrides folder itself has to be placed *beside* the game folder instead. Also, I think you only installed the optional content but not the mod itself. The content of the mod itself has to go *inside* the game folder, not beside it.
The game folder has to contain, among others, the scripts, the overlays and the images folder after installation. The game_overrides is one level above.
Version 2.14 is up with some long requested configuration options.

Summerville lives: Characters have blinking eyes. Most girls are breathing in newer scenes. Most characters are moving their lips while talking in newer scenes. Fireworks on New Year's Eve and 4th of July -- seek out a high place, wait til dark and enjoy the show! Smoother daytime transitions, with afternoon and midnight ambient lightning. All those options can be configured in the mod's configuration menu.

Skip the age verification screen. By installing this mod, you confirm to be of legal age.
Added Roxxy icon as pre-splash screen so that you know what program you are about to start.
Enabled mouse wheel to roll back (use with caution -- may cause instabilities!). Restricted this so that mayor status changes like time and location cannot be skipped. Also there is no roll forward since this seems to cause problems. Users should use fast forward instead of roll forward.
Removed the toggle fast forward function from TAB key and assigned fast forward (without toggle) to it. Otherwise, it would keep fast forwarding after some dialog options. This option can be configured in the mod's configuration menu.
Moved Jenny pregnancy minigames to the end of intercourse so that the action is not disturbed.
Enabled skip minigame (cheating) option to most minigames. No need to cheat, though: you can still master them normally. Also, this option can be customized in the mod's configuration menu.

Not sure what I'm doing wrong but installed the mod onto a new game download. Problem is when I start it up it just gives me a picture of Roxxy and never progresses. Thought it was a loading image waiting for the game but never goes away. Any ideas?

Some few people reported this, and I admit I don't know the root cause. You can try to delete the presplash.png file, and it will most likely work.
However, I find it so useful if it works that I did not remove it from the mod yet. If you don't have that file, you will just sit in front of the PC and hope that your double-click to start the game actually registered, which it sometimes doesn't, and then you waste a minute of your life before you try to start it again -- hopefully for real this time.
Edit: I added this information in the installation section of the first post now.
Go step by step, i.e. install the game and run it once. Do the first step to install the mod and run the game again (might crash on first run, just run again once). Then and only then install the optional content, if required. Run game again and see if it works. Finally, transfer your saves if you have any.

I got it working now. I had to install on internal storage instead of SD card. I wouldn't have wasted my time If I had remembered that I did the same thing with Danganronpa
