I web dev, I don't do video games; but from my experience the work surrounding an animation takes significantly more work than implementing the animation itself. This again leads me to believe that coding wasn't only held back by the posers work, it was going to take them nearly as long as they did regardless of the poser stepping out.
Again, this is going off what you said remained because I never cared to look at the items in their backlog.
Of course I have no idea what's actually happening in the background, but at least for the tracker during normal updates, most tasks, like let's say "Pregnancy Liu" appear indeed 4 times, once in each department. DC makes the art for that segment, Sploosh writes the dialog, the posers pose it and stray implements it. It's not very precise but that's how the tracker works.
Edit: By the way, the animations themselves are indeed outsourced to AEHentai. DC only creates the art for them.
