I mean, just as you yourself said, Henri has not embraced his power just yet, in fact we can say he does reject them, even if we think about him being the inheritor of paradox as a fact for the sake of this discussion, we would need to have into account two things, 1. Henri does not embrace his powers, being apparently afraid and deeply distrustful bout' them and 2. Paradox is not complete, since the apostles of Truth and Fantasy are still out there.Bernardt is the strongest I'm pretty sure, everyone at H.E.R.O talks about him as HIM, the captain of captains, strongest superhuman alive etc. and even the eye say's when talking about the trio "There are two others nearby, each uniquely dangerous, perhaps as strong as he. Perhaps." although it does go on to say the other two would've been a better match for it to be fair and we saw how easily Bernhardt dealt with him anyway so maybe it's not the most reliable narrator lol. Anyway the point is that both Bernhardt and Malik are constantly mentioned as being equal to or even stronger than Henri which would therefore mean matching or even eclipsing an Arbiter. But Malik and Bernhardt don't fit any Apostles let alone an Arbiter themselves, they're just fire and wind, so how the hell would they have fire and wind on the level of a paradox level Henri? That's the big issue I just cant find a way to explain just how those other two with their rather basic skillset are able to match an Arbiter inherting guy, without being a match for something like that themselves, even if we say Henri isnt fully embracing it yet.
Plus from a meta perspective it would take quite a lot away from the MC and his connection if there's already another guy with thats already met the super unique situation needed, and that same guys also been around for decades already. Maybe the MC genuinely isn't that special but so far it feels like it took a perfect storm for him to be in the position he is. I will say though I do think we're meant to think he is linked paradox at this point if that makes any sense because there is for sure a LOT of hits towards that theory but I just cant get around explaining the other 2 on his level in any way to make it fully fit so I'm just head-cannoning it away as a red herring until we know more lol
So, Malik and Berni are just on the same level(or on Berni's case, above) as Henri, an Aberrant Superhuman that don't use his powers to it's fullest potential, they are not on the level of a fully fledged Paradox, that would probably need to absorb it's 'offspring', Fantasy and Truth to be whole.
