I really really hate to bat for Jared, but wasn't Jared supposedly second in grades in R&X right under Jake? Also, Micheal called him somewhat competent after the battle of diamonds. If Micheal is the one saying that then it's safe to safe to say he's above average as a combatant at least. Doesn't that mean he has the qualities to be competent?
Langdon mentioned that Jared was lacking talent as a superhuman to the mc, which could be referring to his core trait. However, even if Jared's core trait is lacking, and he has a much slower growth than talented superhumans does it matter? Like Tiffany, Jared is going to assume an administrative role in his father's organization, but unlike Tiffany it doesn't seem like he has any ambitions to escape his father's grasp or even exceed his expectations.
I got a little sidetracked, but I feel like combining his natural qualities, his slow growth as a superhuman, and his role in SIN, Jared is in a position where he can fulfill his tasks without facing any serious risks or trouble, preventing him from the final push it takes to evolve. I mean if he can have a lvl 4 accompany him on a mission where there might not be any conflict, I get the feeling the guy always tries to act with a safety margin in mind, which would prevent him from pushing his power to its limits. So, it's entirely possible that the smug prick is still level 1.
