Is it still buggy as hell?
Compared to when?

There are two buggy/annoying paths currently.

The clique missions in school have the problem where the nerd mission gets kicked off in the middle of one of the others (most commonly for me the cheerleader's). This ends up with one mission stuck only partially complete.

The NCHDL plot line can be brought to an early completion.

Compared to version 3x. When I tried it in 2019 it was completely unplayable because of bugs. Despite this, the game already had pretty big fanbase.
Hmm. Odd. I started my guide at version 31 and posted it towards the end of 32. I've never run onto serious game play bugs -- at least after a first week hotfix or two.

Why can't Billy graduate from school without dealing with Pixie
From a design perspective, Pixie is the story boss of the school chapter. The graduation occurs afterward as it is the reward for chapter completion.

If the game is going to require graduation to occur on a specific date (reflective of real world graduations), there should probably be some form of QoL calendar skip offered once the graduation requirements are met.

Or summer school catch-up with the graduation/party moved to the next September. Or GED exam that can be taken at the end of a month on demand leaving the party just for players that hit the target and giving the rest some chance to recover. Or severing graduation from the chapter end so Billy can graduate and be directionless working dead end jobs at the school until Pixie is complete. There's a wide array of tactics that can be employed.

Failing those adoptions, the player should really get some warning/guidance back in early October as to the importance of (a) forming the club in a timely manner (for example, the principal could state that clubs must form no later than Nov 4 to be put into the schedule rotation / count as an extra-curricular for college admissions to give the player a deadline for goal) and (b) their ultimate success doesn't depend on the obvious and logical requirements (passing grades in school while limiting demerit collection) but also on attending the club regularly and the ultimate resolution of that plot line (for example, Billy / Dr. Ivy expresses the thought the club is the perfect vehicle to not only protect the school but a successful term will impress the Initiative and may allow access to next level of operations). A mechanism a player can use to recover from a late club formation ( for example, dropping a few minor missions / dead weeks and compressing the appearance of the major missions to 1 / 4 weeks if it starts after Nov 4) would go a long way to give a non-optimal player opportunities to continue. Or have a hard start to the Pixie plot start and if the club starts late then the player simply loses access to the rest of the major missions.

I use Derek for maybe a mission at the start of the club depending on the missions pulled (like car thefts) before Billy gets combat powers. I only use Tamara if I want her secondary scenes.
You don't need combat powers to fight. Train with Mom, go to basketball classes a few times to raise your Reflex to 3, and raise your Physical to 3, it's enough. You can do it by mid-November if you spend October tutoring Tamara, and it opens the School Security job, the most profitable by far.

You can skip tier 2 jobs entirely that way. Later in the year, when you've done everything you wanted, you can unlock the handyman job to control your alignment and complete an objective. The other two tier 2 jobs are a waste of time, once you've seen the scenes with the teacher.

I leave my natural Physical at 1 -- otherwise I find later Security combats when I have more powers are over too quickly - I need a base amount of time to replace the energy consumed by working. I typically get the Security job late December/early January, about the same time I finish Armor of Terra.

Security gives way more fame and money, though. That way you get powers faster.

I typically don't get fighting powers until just before the NCHDL final, so fights are long and hard as you want. But that way I get the social powers faster and can unlock the girls' fetishes by February. Also I fight enough that I can do the alignment quests by December or January, depending when I hit 60 Alignment. That's another Fame boost.

Armor of Terra is useless and too expensive so soon in the game, you can finish the NCHDL storyline and win all fights without it. Just get the speed power in March-April to make the Initiative tough girl easier, it's cheaper and makes you hit way harder.

What do you mean by that? You're using a period to rest? That's a huge waste of time... Don't you get Flight ASAP? With Flight 3 you can work twice a day and train in the evening, you never need to rest, just to sleep at night. You don't even need to buy lunch. Just remember to X-ray the girls, and use the command that gives you back 25 energy when fighting.

A month to 6 weeks is hardly a huge loss, especially as I acquire Teacher's Aide in October. Besides, by about the end of January, cash is meaningless currently. I'm passively pulling in over $1,000 a week from workers and am spending nowhere near that much with the necessity to acquire Initative influence for the discipline shots before a new power is available. I work Security twice a weekday not for cash, but for school and general influence to afford Discipline shots and HIT. Early on, I spend all the personal training I can fit in on Concentration, though by Dec my focus is starting to slide towards public Ops every afternoon; the extra Discipline shots get annoyingly expensive. I tend to max Concentration by end of Dec as well. That makes personal training quite valuable and the first few levels of Reflex and Persuasion quick to acquire.

I start unlocking fetishes after I start raising Persuasion and gain extra charm from Polymorphism, Sympathic Link, and Psychosism, so about middle or end of Feb. I tend to get all the fetishes I like unlocked by beginning of May.

I don't really want to hit harder. I want to remain at max stats so I don't affect whatever plans I have for the afternoon. Using a combination of Recover, Soliloquy and Fear Aura/Feast of Fears, I end every combat at 100 energy and/ 90+ willpower. Therefore, I am only ever down the 40 energy from working. It takes a bit of time for the fear aura to generate the 8 - 28 (28 if I didn't get a combat first period and started combat at 60 energy) fear necessary to fill the energy bar. The worst days are when I don't get a fight in the second period and am down 80 energy on the day. Once you acquire all the powers, a punch hits hard even with a 1 in natural physical. If I hit too hard, the enemies fall to quickly and I lose energy -- even if I only need 8. I can afford to go to 2 natural physical, but I find anything higher ends fights too quickly. There aren't many combat maneuvers available that don't inflict damage so you can't just dance around waiting for the fear level to rise.

I convert the school influence I get from working at the security job to Initiative rep, so I don't have to sacrifice work periods or training to do Initiative missions.

But I try to play "hero", or as if the Initiative was really checking what you do, so I don't put the girls in mind-control induced slavery and don't use non-subtle mindcraft (except for bisexualising whatshername sometimes). So, I have to earn my money the hard way. I don't even beg money from the girls, what kind of superhero does that? :p

Working school security with 3 pay augmentations earns between 180 and 230 quids a day, so I pull 900-1150 a week. Not too shabby.

I do the whole school year without combat powers, as I said, I prioritize social powers. Besides, beeing KOed by a bum's kick when you have Armor of Terra is just silly, so I keep my Billy a delicate flower until it's go-time.

I do the conversion too, but the 600 - 900 Initative influence costs still take weeks to months to acquire. The only non-subtle effect I apply is workers. A penurious hero takes loans, that's who. I'm happy to take the loans (I'd even be happy to repay them once I have a decent job / passive income rolling in). I'm also happy to reduce free workers once my cash crunch alleviates -- leaving just the family working so personality changes for training purposes don't require re-establishing control.

The pay from a tier 3 school or tier 2 Globex job is OK especially if you acquire pay raises. I get $750 /week from Security + 1100 /week worker passive income from late Dec on so I don't bother with pay raises. I complete all currently available powers by end of April, typically. Afterwards all the school and general influence go into completing HIT on Mental and Social.

Yeah, the scripted loss is a bit annoying, but I figure the "bum" is actually another super-strong mule Pixie recruited previously. We are told she has some. There has been only 1 fight I've lost while having Armor of Terra. A bully at school kept Billy stun-locked for 600+ combat impulses. Billy never got to throw a punch.

so how do you raise the love cap or make them not care they related to mc?
mind control superpower can suppress family ties at 2 level of power. u also can drive them crazy via SymPathic power(something like that, i`m not sure how exactly it calls) by hitting them via some charges(favor, love, lust) on low(or empty) willpower(of target)
ps maybe you should read walkthrough, though
