Billy doesn't get a girlfriend. He can't bond emotionally. He gets fuck-buddies.
The closest he can get is either Steph which is more snarky sister-with-benefits or Anne. Anne also can't form emotional bonds due to past trauma, but she likes to play-act as a girlfriend with Billy because she knows she won't hurt him when it isn't real.

She is a potential member if you fuck up enough that neither Derek nor Tamara join.
The basic members of the club are Freddy, Derek, and Tamara. Freddy auto-joins.
If you are short members then Larson can be persuaded (100 Favor Professional Favor) to add her secretary Chrissy as Treasurer. There may be a minimum date -- I haven't played that fork in a while.
If you add Chrissy and are still short (i.e. neither Derek nor Tamara have joined), a second Professional Favor will have her join the club too.
Chrissy and Larson never appear at meetings or otherwise engage with the NCHDL differently.

There is a chain of events related to asking all the personal questions (both minor and major favours) to both Steph and Danni where Danni agrees to be your girlfriend after getting permission from Steph. You can then meet her in the coffee shop for some events like a 3-way with Sandra but I have absolutely no recollection of how to trigger those. For reference, I am running the Radioactive mod.

You have to meet Danni several times on Tuesday afternoon at the coffee shop to complete her fetish once all the questioning is complete. That can be problematic as it is the same timeslot as NCHDL meetings and the timeslot Billy automatically loses to Pixie when that chain activates.
I'm uncertain of any concrete events that occur from that completion. That area was under construction when the game was 'completed'. I don't go down that path much since it was never finished and so far as I knew had nothing to attract my attention.
It may be Radioactive added / repurposed scenes. It may be some insanity scenes were constructed. It may be there are scenes there I never triggered.

Only areas you can reach appear on the map. Two things are potential blockers for you.
First, Logisitics is only open during school hours. So the marker will only present Mon-Fri during Morning or Day periods.
Second, it is not on a bus route and is out of walking range. You need to either have flight selected (though it is unlikely you have that power yet) or have selected 'Ask someone to drive you' which for some unfathomable reason is not clustered with the other modes of transport but instead a toggle in the very top right of the map portion of the screen. To catch a ride, you need to be in a location with someone with a car (like mom or the principal) who likes you enough to give you a lift. It counts as a favor so the driver needs at least 60 Favor and her Favor will take a hit. Professionals like the nurse and principal have a higher Favor threshold for favors.

An absolute standout among the abandoned games. Can't believe we see one after another BB fans creating fan-made supplementary works for BB, including a freaking spaceship version, but no fan works for this game (from the translator, my English is not good, please forgive my grammar mistakes)

Is it possible to have the girls naked passively anywhere? I have a couple of them at 0 inhibitions and the school dress code at minimum but they aren't naked at school. Mind control only lets me make them dress more conservatively now. The xray vision power is nice but it's only a couple flashes. I want more!
