It doesn't need that line, because Javaleth is a made-up name he uses to trick someone. It doesn't sound at all like 'Jevan', other than the first letter. You can add it in for your playthrough, of course.

You should have "Wolf in sheep's clothing" event under Special events submenu.

Strange. Did you have a sex scene with Zoe where the protagonist fully enslaves her? It unlocks her lvl III h-scenes which allow you to reach 40 Power required to proceed. Also, Faeryl's Service II repeatable scene can be used to raise power to 40.
