those have been in game for a long time.Genius, by introducing futa / trans characters the Dev IS trying to cater to everyone (or at least target those players who enjoy that kind of content). In their previous game (which I believe was a work of passion) there were no futa / trans. This new game looks much more like a commercial project then the previous one.
Sadly, I can't edit the tags of this thread, as I'm not the owner. So I'm not sure who added the tags currently listed.
You can either report the thread and ask them to add the tags or you write ticket and request thread ownership. Or both....
I know, my advice was where you have control over it (Itch and co. and even your own website) add both tags.
The forum has only "futa/trans" tag that is used for both - and is not clear if it is the one content in it or the other or both. Will change, with the new forum upgrade soon™.

Is the game finished? No, so we can't know for sure. Only Perv may know it, but even then the game isn't finished, so his decisicion he made now could change until the end of the game.
My comment refers to a scene involving Jade and Vess. If you feel conflicted about Raene, and are not willing to experience content involving her, you should opt out of her romance scenes (a feature the game already provides).

2. Speaking of, if you mean to ask "does she ever transition to having a vagina, during the course of the game," probably not, as has been said already.
