I'd rather argue, the real issue isn't the dev, but rather the Players, which summarize some Kinks and never really educate themself / inform themself and than such statements like this exist. It's even more problematic if a certain people care enough about a kink to dive into on the surface, but never as much to really understand all aspect / variations and stuff. That's why we often have on this forum this topics popping up, because one half of the community want to have everything NTR tagged, even if it's not true NTR, while the other half (obviously) get's pissed about the NTR Tag because it bundles together way to much things and makes it hard to find what you are looking for specifically and also kinda discredit some kinks and fetishes, and give them special defintions which isn't even true.
But let me sum it up:
There is:
Open Relationship: Which means that both, (or rarely one) Partner sleeps freely around. In this type of relationship BOTH love each other, but in regard of Sex they're allowed to sleep with others. They differ between Love&Sex which makes it differently to Vanilla / Classic / Romantic Type of Relationship, where Sex is part of the Love.
Polyamor Relationship: Is kinda the next step of a Open Relationship... the difference is however the focus on that isn't the sexual part / sex, but it's more about love. Means polyamor folks do love ALL their Partners, and not only a single one.Doesn't mean that Polyamor folks won't simply fuck sometimes with a "Sexbuddie" or "Stranger" like in a Open-Relationship, but the difference between OR and Poly is the mentality of "only love one, have sex with more" and "love more people which also have sex with".
Cheating, which should obviously. Sleeping behind your Partner / your Partner sleeps behind your back, while you are in a traditional vanilla Relationship where loyality and trust is the keypoint. Cheating can lead to Netorare and stuff, but the thing about Cheating is, that it is mostly about having sex willingly behind the back of the partner, while you still might love him/her/they and be together with him/her/they and still fuck with their vanilla-partner.
Netorare is Kink / Genre where it's about a partner being taken away. Often this Stories are about being forcefully taken away by blackmailing or rape, sometimes there is Cheating involved. They key difference here to mere cheating is, that the one who get's ntr'd doesn't really have any interest in their vanilla partner. They mostly love the new stud for the good and better sex, (very rarely there might some romantically aspects also involved) and that either leads to leaving, cucking or doing it behind their vanilla-partners. Netorare storys / games / doujins can either be at the perspective of the one taken away or the one taken away from. (so either the vanilla partner, or the ntr'd partner, but not the Stud).
Netori is the exact same as Netorare, except that you play the stud who steals the partners.
Than there is Netorase, which is rather a bundle of stuff like Cuckold and such.
And now we come to the major point which also is TAC about, Wifesharing, Swinging and Cuckoldry.
Swinging is easy, it's for couples which swing/switch/swap partners with other couples / people like in Swinger clubs.
Wifesharer are Man, who enjoy seeing their wife being fucked by others (and maybe sometimes even participate). However in this Kink the Man is either the dominant one, or atleast equally to his partner.
Cuckoldry however is a more extreme than Wifesharing, (though comes in three different stages / types) also considered as BDSM, where the Man is the submissive partner and the wife / the stud the dominant one. The Cuckold enjoy seeing their wifes getting fucked by the "better" Stud, and might get humilated by his wife / the stud, maybe even involved in some more of the action like preparing the wife with licking or even (if bi-oriented) suck of the stud and such. It doesn't neccessary need to reflect the romantical aspect of their lovelife... for cuckoldry it's pretty possible that in their normal life they're pretty lovely, caring and equally, cuckoldry mostly focusing on the Sexual-Aspect of their life. Though NTR can lead to cuckoldry as well, especially in fiction (porn, porngames, doujins).
Alot of this stuff above differen in their mentality of being faithfull and not. A Wifeshare =/= Cheating, because for Wifesharing BOTH partners know about the kink and are open about that, while Cheating (or NTR) happens behind the back of their partner and mostly against their will. Sometimes certain Kinks or "genres" mix up, sometimes there are twist to certain genre's like a NTR Doujin which i read, where the Husband willingly set up to her Wife getting NTR'ed so he can get off by his cuckold fetish, but in general there is difference / a distinctive part about them. Someone who enjoy's Wifesharing doesn't neccessary enjoying NTR...
So i don't see how the Dev is mixing up something. The Game is like for Renpy pretty normal, pretty open about the choices you make. From what i've played and i did play almost every new update, (though i didn't play all the routes / dialgoues yet because the game is pretty big) the Protagonist isn't per se a cuckold, and especially not a soft-cuck how you call it, but rather a Wifeshare which enjoy to see her wife getting fucked. Everything else is up to you, if it leads to being her unfaithfull and cheats with her dad (might lead to NTR) it's how you play... if you are unfaithfull as well, if you have of the mere cuckold experience either. And that's why i'd argue that TAC is besides (modded) Tyrant a pretty damn great game for people which like Swinging / Wifesharing Genre with Cuckold / NTR possibilites (though Tyrant emphasis more on the NTR Side that's for sure).
