Code is only one aspect (the easiest and cheapest) of a Ren'py game with 3dcg art. One also has to purchase Ren'Py assets - especially the right models. Then someone has to have the artistic talent to mold all the different models to at least resemble the way that they are depicted in the game. Then there are also backgrounds and objects that must be bought. Music is another issue. If there is music in a game, will the existing files fit the future plans. If not, that is another expense.I dont know, if a developer stops to develop the game, if code is open, it can be developed from other gamers-devs that are willing to do it.
It's not easy or cheap, which is why it rarely (if ever) happens.
