I really can't see the logic in this scene.

Here's the stage.

-Due to the Holidays, there was no real time to begin and finish Penny
-Every other character will be getting Affection/Corruption Menus unique to them
-Dreams will actively change with your deeper involvement with Characters
-Dreams will work on What If's and draw into a characters Real World actress
-Blonde Penny, Teacher Diana, etc
-100+ new Dreams are being added and with unique Media

Could've been super old since Dakota was finally completed last year. The variable to give her the collar may have been deactivated or it was a bug that wasn't supposed to be seen

I'm fairly certain she's never been able to be given the collar, only Ava or the MC.
