Idk how to start the goblin quest, the mayor keeps saying he needs time to think it over and there's something in the bookshelves but I can't grab anything for him. Help pls?

I need some help please. Mayor won't say anything besides, "i'll need some time to find out if it's safe for you to get close to those goblins" I did almost every event I could find. Can't progress the cave event.

I talked to everyone and still nothing.....I really dont wanna redo coal village again lol
Is there a scene where Yuuki is being spied on at a bath? Not the onsen. I see it in the beginning title screen and I see some scenes in the pictures folder but can't find the event anywhere, Not even sure how to get to the beach either.. hate that this game has no quest log or any type of direction.
