In the Police Station, outside Andrea's Office, where the Yellow Cone is (Bottom right corner).

Go inside Andrea's Office and use the Card Scanner (the red button, turns green afterwards). Then go outside her office, the yellow cone has moved up and the key should be where the yellow cone was before it moved.

There's no price cause it's not needed in the game yet, and it'll stay that way until you have to buy it for the story (you can still buy it by cheating yourself mad $, but it doe nothing and will possibly crap out the game in the future)
