Does the "Sneak Peak" (it should be "Sneak Peek") upgrade give EXP to the person being spotted, or to the people spotting them?

so everytime an NPC notices a target under halo the target gains exp (so even the blue men npcs can probably trigger this effect interesting feature especialy when combined with the likes of intimidate)

if you mean that an old save has broken, id say its a common thing
usualy something breaks when an previous version save isloaded in
kinda the reason i made a habbit of "speedrunning" the game whenever new patch releases, thanks to you it get a to plan out who you want in first order

Looks like the Police Escort bonus for putting Long at level 3 is bugged. Or does she not count as level 3 when she's a Hollow Princess.

its an upgrade you have to slot into the halo itself unlike a passive like 2nd or 3rd r@ven upgrades
I get where the confusion is coming from since its actualy given a description in the target menu which normaly is only applied to passive while regular upgrades are "reveal [name] upgrade"
would be preety nice if it was easier to tell which is halo upgrade and which is a passive upgrade (like alternative icons or just call one active and other passive)
Girls are sorely lacking in uniqueness. And dialogs that would change as they are corrupted. It would be great to add a “talk” option for each of them and have the dialogs change as they submit. Right now all the girls are depersonalized as much as possible in everything except for the models themselves, locations and a couple conversational phrases. It would be great to have a unique way of corrupting each one. The pictures are pretty mediocre in the game (objectively), so only the text and elaborate story can pull the game out in many ways.

I do believe they do have new lines or atleast they did on void queen version (hollow princess if you couldnt tell cant really have new lines because they dont speak) also i think they do have different lines on lv1 vs lv3 but id need to double check myself
also maybe just me because of the simulation theme of this game and how you end up treating girls etc.. i kinda end up seeing them more like a means to an end.
id assume we get more actual character from them when hush is satisfied with the gameplay though since that seems to be the main focus current

Level 4 perks aren't implemented yet, but the "void queen" stage is technically level 4.
