I would be if she was behaving more normal, however Rachel ticks a few of the "innocent child" boxes apart from her looks. While it is not as egregious as in some other games (where supposedly adult girls never even heard words like "penis" or "masturbation" despite not growing up in some religious cult) but she also is not really a grown up regardless of age and body. I am not directly repulsed but it makes her not my favorite character in this game by quite some distance.

IDK, that is a good question. Odds are, it would be one of the ones who is mostly there, Debbie or Amy seem the most likely, since they are needed for other plots, though it's possible the supporters vote for someone else to get fast-tracked, but the options are limited.
Jasmine is also a possibility, since she will be his other Prefect, but I still think Debbie will be 'finished' first, since she is the head Prefect, I figure Jasmine will 'work under her'.

Yeah, but if you think about it, or at least in my head, you need Amy to be fixed/agree to let everyone practice spanking her before they can then hand out spankings.

I just hope it doesn't become Lucy, not just because of my ginger/redhead bias and love for her, but it's nice she so far has not been spanked, makes her more unique if we going to end up spanking most of the girls.
IIRC, she did get spanked for breaking some award and trying to hide it, but not the typical minigame.
That said, while I don't remember what the reason was that got her in there, it could be related to her poor family, I don't remember... but point is that as long as her grades are fine, I can see her story not requiring that element. She doesn't really seem to have any behavioral problems that need correcting, she just needs money and likes attention.
I have a hard time seeing a reason to get her into the punishment system, unless something changes in class. Even if she does something else wrong in her job, he will likely handle it there, in private.
