Might be an old issue, but everybody else: There are three criminals and you'll have to spot and capture the first two from the previous locations stated in game. The third criminal only becomes an actor after the first two have been caught and interrogated, to not spoil anything. So, just catch the two, read through any new dialogue and proceed with the objective to get further.

If I remember correctly the Kagura uncensored version is the definitive edition of the game, made from the latest game version with a new translation.
The "Censored 1.75" (which isn't actually censored except some CG) download link is ALSO the latest game version, except fused with Procrastinatus's Content Mod and other mods and enhancements, including some that don't really fit the game's theme like a random Dva or 2B NPC. On the other hand you get different outfits for NPCs, imo better proportions on a lot of them and revamped faces. Both versions have the same story events and levels, as well as the exact same gameplay mechanics and items.
That said, I think they're both the best version. If you want to get everything out of the game, I'd recommend going for Uncensored and then "Censored" on a second playthrough (or just load in a full save to enjoy the new content in sandbox mode).
Either way, here are the uncensored CGs from the Kagura release to use with the modded/"censored" release. Merge the Expansion folder from the archive with your game's Data/Expansion folder and it should be 100% uncensored:

Man I don't get why this is so highly rated... 3 days in and nothing lewd, no real narrative, and there's been no mechanical change... why the eff would that make it that you have to play multiple days with nothing interesting going on, just see if they've got a piece of paper and check the date... I'm presuming there'll be more to it later but multiple days of the same thing shouldn't ever be a thing, it's mindnumbing... it's not like each day is short either you'll be getting through like 15+ people, uuugh.

Patience doesn't seem to be your thing, you'll unlock unclothing and sex as the game progresses.
But it is before anything else a paper please game, the adult content is bonus stuff.

I'd be fine with that if it kept it mechanically interesting, unless new elements are added every day then each one that repeats is just a pointless chore... but yeah I'm thinking this isn't going to be for me, haha.

That's very interesting, but what can we do with that information? Could you give ANY details that could let us help you? A screenshot of the crash message, your operating system, how you extracted the game and into what folder, are you running with admin privileges, did this ever happen with other WolfRPG games etc?

Excuse me, but this is a porn game first, with a papers, please mechanic, plot is way secondary here and even it ends with a sex scene. People didn't buy it to watch waifus getting in and out, they bought it because the wanted to get in and out of waifus, which falsified their paper pass, again. If you want a plot with a progression (which is very easy in the Gatekeeper, you don't have to think about your mother-in-law survival at least) Papers, Please is much better. If Gatekeeper didn't have any adult content, nobody would have bought it.
