You need to beat the biker gang's boss to advance. Better keep checking the notes tho, if you got no task to raise your fame then you need to do the other task to move forward.
try to skip time to evening-ish or when you can get the signal light to show up. then you gotta click on the little dark grey light projector on the roof. the click box is kinda finnicky and small but that's how you get to the detective
