I suspect those scores are put in the game from the beginning so they can be implemented later, as the game progresses. There seem to be several scores like that, but since this was the very beginning of the game, there haven't been situations for those yet.
Only the bigger companies here are able to do that, from my experience. Most of the "smaller" dev teams struggle, fail and abandon their scrap-work in the end.
Probably not, at least not yet. They're making US$393 / month, have at least one game completed (Master of Earth: Reborn), and posted only 10 days ago on Patreon. Those aren't typically the signs of someone abandoning their project. (Although it has happened before with other developers anyway.)
