I was seeing some art on gallery. Fiona is running and in some of them she seems like a female green arrow. Any cues about her hidden nature? What are those green folk beings from Ireland? Leprechauns?

Not, I think a Leprechan. I would guess that she is somehow related to Fionn Mac Cumhaill (From Irish mythology - used to travel with a pair of hounds, but I could be wrong. There is a whole thread for Lore and Legends related to the Neverwhere Tales.
