Is it possible that you use an outdated driver or a beta driver? What build is your Windows 10 x86 (32bit) or x64 (64-bit)?

I can see it from your output_log file that Windoof 10 is using an old driver.
However, your graphic card is marked legacy by AMD. Means, very old and no longer supported - well, your card isn't even listed on AMD's website anymore. But after doing some digging I found a newer graphic drivers: Version: 15.200.1062.1004.
I further recommend to check if you use the latest available version of AMD's Catalyst Software Suite (15.7.1 WHQL) and not Crimson Beta etc.
Another option would be to change your display setting (Windows setting) to something different as 1920x1080. Make sure the Windoof setting matches the game's graphic setting.
It is up to you. Most reported problems are user related and not the game's fault.
dont know what is wrong i went into safe mode and the game worked when i exit safe mode cant get the game to work i also tried to download what you posted and when i installed it it screwed up my pc had to do a restore but i got it back hope i can find out what is making the game to not work thank you for you help

Pls post the output_log file from starting in safe mode.
Is the screen resolution the same in safe and normal mode?
Have you tried to deactivate "fullscreen optimization"? (right click on Game.exe -> properties)
