Check her relationship, if gentle/rough still shows negative (red), she won't change, it needs to be a positive (green) and you might have to go up to 15 for her to change.
Just clicking gentle will not make her change outfits, you need to keep going until it's green

You need to be rough with her until her gentle/rough is negative (red)
