That will depend on whether or not you're playing 0.33 Beta 1 (so wait for Beta 2 and/or 0.33 Final), or an earlier version.

I believe this only triggers if your on Billy's path or at least set things in motion for his path.

because, I was playing a save where I did nothing but the absolutely necessary with Billy and it didn't trigger, no matter how many time I went to the school, Billy never approached me.

Make sure Michelle has 15 points by knocking on her door 2-3 times after placing the panties in the car.
