I believe this only triggers if your on Billy's path or at least set things in motion for his path.

because, I was playing a save where I did nothing but the absolutely necessary with Billy and it didn't trigger, no matter how many time I went to the school, Billy never approached me.

i gave mom the dog with mask to mom then took her to the living room after that no scene Julia found out mom wearing the dog suit as I expected. nothing happened. I've been following the wallthrough but no progression.

I just did it with the save I sent you just redo the revenge scene with Kendra at the hospital, then one more time afterwards

1-Revenge on Kendra
2-Janice Dog Suite at night
3-Revenge on Kendra
4-Janice Dog Suite at night
