Hi I dont know if i'll get a reply but worth trying,i'm stuck in a part where after i have the photo from janice i can not give it to billy, it doesn't appear in the options hence i cant talk to the shady guy. Is there a way to skip that event so that i can move forward with the game?

As far as I know, nope, maybe other event is taking priority, that's an early event, you can try again, sometimes the events in this game are a pain in the arse to do.
I mean i've deleted the pic from my inventroy and did the process all over again but I still cant get to the conversation with Billy where i show him the picture and is getting pretty tedious
