I don't think it's so much a cpu issue per se, other than using integrated graphics as opposed to dedicated graphics card.
I'm currently running on an old i3 @2.93GHz, with 4GB RAM, but my graphics card more than makes up for it - AMD R9 270, previously with a GTX 560ti and it still ran it reasonably well with all settings maxed and 1080p fullscreen.
Unless
@kira_1999 is using a laptop or small desktop, I'd honestly recommend getting a low(ish) end gpu to make up for the failings of the integrated graphics.
Of course, if it is a laptop, then it's definitely time for an upgrade... Buy a new one or look into building a PC*.
*For PC building on a budget, try and go with parts that came out around 5 years ago, especially for motherboards that use DDR3 RAM. DDR4 RAM is still way too expensive.
