Lossless Scaling is the name, if you looked it up it's a top result and available on Steam:

If you don't want to buy it, pirate it from cs.rin.ru. It has specific details in its own interface when you highlight something, and it's done in real time, there is no patching or potentially bricking any files.

FSR will probably work best unless there's something better now, try out the different settings & just use what looks best to you. It should look better than just using fullscreen. Keep in mind this is ye olde FSR1, it's not a smart upscaler like something you'd see in a modern game like FSR4, FSR1 was just some math trickery which is why it can easily be implemented in anything.

Interestingly enough, the Anime4K upscaler option does work extremely well for anime art styles, so always use that one in those cases.
