That is a classic problem for pretty much all Unreal Engine 4 games. The issue has to do primarily with a large 10 GB packed archive which has to be decrypted and unpacked all the time. It is possible to unpack it and let the game run with unpacked files, but that might not be it alone.
Because each and every file is packed into an archive (.uasset) too, and this must ALSO be unpacked before fx meshes and textures can be sent to the GPU.
This is a horrible way of dealing with game data.

Unity has packed archives too, but generally not that big, and they don't take as long to unpack.

It's just terribly optimized, my 3060ti is also at 100% and I already had a few crash saying I ran out of graphic memory.

I dont think I'm ever running it again jesus christ that shit sounded like my computer was about to take off, not even cyberpunk runs like that for me

Controls are clunky and sluggish
Voice acting is horrendous the only one redeemable is Nana it adds to her character and is believable for an Asian girl
The sex with Isabel was ass, so janky and awkward things jittering around and the voice acting for sex was nails on a chalk board
The cooking is shit, complete dog shit. The worst thing in gaming history
I couldn't bone Nana
I was forced into cooking and can't escape it
Parts of the cooking keep disappearing causing me to restart
Physics causes parts to fly everywhere
Shit game
I give up

Run fine for me on high setting 40 fps with a gtx 1650. You need at least 16GB ram though since the game use like 10-14GB. As for the voice acting. It's better to switch to Chinese voice because the english dub is terrible. I wish they have Japanese voice though but Chinese will have to do

I was getting frustrated by the English dialogue delivery. Thanks for this tip, I didn't even know we could change the language gonna try it out.

The dialogues are just bad. Everything they say is silly. The chinese is better only because we can't understand it. Also, it's unnatural. They speak so slowly and make some weird long pauses...

BUT

It's better than not having voice acting.
